Fifty-two ABC television network stations are facing a Federal Communications Commission fine over a scene in an episode of NYPD Blue. ABC’s defense is that they took the appropriate steps, that anyone watching NYPD Blue should have known by then what they were choosing to do, and that what was shown wasn’t inappropriate anyway.
